We wanted to share a quick but important update from the Pacific Palisades Recovery Coalition (PRC).
1. Property Tax Refunds – Action Needed
L.A. County Assessor Jeff Prang wants you to know: In order to receive your refund check, please register your property and set up an online profile (property owners can do many things online, including mailing address update). The second is to do a simple change of mailing address. Links to do both are below. Please take the following
steps immediately:

Why this matters: Over 17,000 assessment change notices were mailed to fire- impacted properties, and hundreds have already been returned as undeliverable— especially in Pacific Palisades. Refund checks are being sent to the physical property address (often now uninhabitable), so updating your mailing address (not your permanent address) ensures you receive critical documents, including refund checks.
2. All-Electric Ordinance – Exemption Path for the Palisades
Yesterday, the L.A. City Council voted to rescind the All-Electric Building Ordinance, which had required all new construction to be electric-only. Councilwoman specifically acknowledged that Pacific Palisades deserves an exemption, recognizing our community-wide rebuild was caused by a disaster—not by choice. City Council requested a report-back of what other large cities have done, in order to better inform any new ordinance that may be forthcoming.
3. Rebuilding Progress – LADBS Permitting Stats
According to LADBS, rebuilding is gaining momentum:
• Plans Approved + Permits Issued: 54
- Plans Approved (Permit Not Yet Issued): 31
- Total Plans Approved: 85 (130 days out) 4. LAPD & Public Safety
Yesterday, we held our first Community Advisory Board meeting with LAPD. ➡ See the attached readout for details. As National Guard operations begin to wind down, we’ve been assured that LAPD and the Council Office will maintain a robust security presence in the Palisades. We’re also exploring the establishment of a LAPD stop-in stationin the area and hope to share good news soon. 5. County, State, and Legislative Coordination
We’re in ongoing conversations with our recovery partners like Team Palisades as well as City, County, and State officials to:
- Ensure our recovery models benefit nearby fire-impacted areas like Malibu and Altadena whenever we are able to collaborate
- Develop insurance and funding support for rebuilding shortfalls
- Identify state legislative solutions to accelerate recovery We are actively involved in conversations to ensure that Tax Increment
Fnancing districts can be set up to benefit our collective recovery, and are exploring the possibility of an Authority that can be established by state legislation to help capture state funding that may assist in our recovery/closing the funding gap for some homeowners. Look for additional legislative updates in the coming weeks. 6. Rebuilding + Community Character
Construction is officially underway, and some builders now hold multiple home contracts in the Palisades. To ensure new homes reflect the architectural diversity and unique spirit of Pacific Palisades, PRC—alongside Pali Strong—has formed the Architectural Integrity Committee. This committee will engage with the community as a means of keeping eyes and ears on the ground to monitor and uphold the integrity of our communities with the character of a custom community, while understanding that homes must be built swiftly, with safety and resilience.
7. Infrastructure + Streamlining
We continue to actively pursue the possibilities for a concrete plant and the staging of other essential building materials in the Palisades to support efficient rebuilding. This is in an effort to accelerate building, streamline deliveries to keep costs down and progress swift. We are reviewing several proposals submitted in response to our RFQ for a concrete batch plant, along with BOE. We will update the community soon.
PRC has also alerted the City Attorney about exploring the possibility of streamlining the permitting process for all homes—especially to support homeowners with modest properties who may be disproportionately impacted by current limits. This concern has been raised by many community members, and is emerging as an issue to be addressed.
