PRC May 10th • Update

Hi Everyone, many of you have followed up on the email below with interest to attend the Tuesday meeting (see link below) on logistics and security, and to learn more about the Blue Ribbon Commission findings.

B) I’ve attached the BRC preliminary findings. Please click over to read them and provide feedback on their website: https://labrcommission.org/. I took the Chair, Matt Peterson, to Pacific Palisades before the round table briefing for a discussion about their draft recommendations. As with most people, the scale of destruction was striking when witnessed first hand, and I think it cemented the idea that we need an Authority to manage our recovery. I hope to have further discussion about that idea in the weeks ahead and will update everyone on a couple of ideas that involve state legislation about which Palisadians should be informed and support, if consensus emerges.

I’m also sharing the Central Santa Monica Bay Watershed link, which includes Pacific Palisades at the northern edge of the Central Santa Monica Bay Watershed boundary. Their goal is to help communities create green space (which also serves as a natural fire break), and meet water capture goals. The Blue Ribbon Commission
recommends leaving some parcels of land undeveloped in order to serve as natural fire breaks (and serve as community green space). They also recommend home water capture that can be used to fight fire without drawing from the city’s firefighting resources. (This is an idea PRC has floated with rainwater capture cisterns for homes.)

A couple of recent updates:

C) on a call with the Mayor yesterday, several of us were informed that multi-family homes will be included in the City Council motion to relieve permit fees. This is not a done deal as there is a budget battle looming and relief from permits has an adverse impact on the city budget (to the tune of $89M we were told), but the Mayor pledged that she would fight for this, alongside Councilwoman Park. At the same time, Councilwoman Park and her team will be asking to create a Climate Resilience District funded by tax increment financing, which will be an essential source of funding for much of the resilience improvements we are contemplating as a community that is rebuilding for the 21st century.

D) Assistant Chief Woodyard shared on a call yesterday that LAPD is currently working on a strategy to increase police presence and patrols in Pacific Palisades after the National Guard is called away by the Governor (at a time he deems appropriate). The National Guard deployment in Pacific Palisades, has apparently been the longest post- disaster deployment and may soon come to an end, particularly as the Army Corps winds their PCH debris clearance operations to a close. PRC and other community stakeholders are monitoring these changes and have suggested that private security

planning may be in a position to supplement the efforts of LAPD, as we were cautioned again that budgeting for LAPD is a challenge.

E) PPCC has passed a motion to commission a Pacific Palisades Survey by NORC, which will conduct a professional survey of Palisades community opinion regarding the reconstruction of Pacific Palisades. The work on the Survey shall be overseen by the Rebuild Committee, which shall report regularly to the Executive Committee and PPCC Board on the status and progress of the Survey.
